This Request for Proposals (the “RFP”) is an invitation by the City of Barrie (the “City”) to prospective proponents to submit proposals for Parks Strategic Plan as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”). The Parks Strategic Plan (the “Report”) will set a framework to guide the development, delivery and continuous improvement of parks, supporting the City’s sustainable growth and resilience to 2050. The Report shall assess the current parks planning framework and identify opportunities to create adaptive and flexible outdoor recreational areas to respond to emergent trends in sports, recreation, and interests of Barrie’s growing community. Following the completion of the 2025 Parkland Needs Assessment (Phase One (1) - Refer to Appendix D – 2.
