The City of Barrie, as part of the Municipal Innovation Exchange (MIX) partnership recognizes the
opportunity of working with organizations and vendors of all sizes – including entrepreneurs, not-for-profit organizations, small and medium businesses, service clubs and start-ups – to meet the current and emerging needs of the community.

The City is leveraging challenge-based procurement to collaborate with an organization, business and/or a collaborative partnership of any size on a solution that addresses a community driven issue – How might the City of Barrie connect Seniors and Persons with Disabilities with a solution to clear residential windrows during the winter season? As the City is not in a position to provide windrow-clearing services, the intent of this challenge is to identify an alternative, community-based solution to addressing the problem.

During the collaboration, the successful proponent will have access to City of Barrie and community subject matter
experts to carry out discovery as it relates to the windrow snow removal challenge to create and/or improve the proposed solution and potentially discover new revenue sources.
