* Electronic Submissions Only. Hard Copy Submissions shall not be accepted. * The City is seeking a qualified consultant with expertise in the railway industry to undertake a comprehensive condition assessment of the Barrie-Collingwood Railway (BCRY). The assessment shall include track infrastructure and associated structures along the BCRY main line, extending approximately 23.5 kilometres from the Utopia Yard to the end of the line, and shall provide recommendations regarding the condition, maintenance, rehabilitation, and long-term management of the railway assets. The scope of work shall include, but is not limited to, the inspection and evaluation of railway assets and infrastructure, including rail, ties, ballast, subgrade, bridges, culverts, crossings, and other associated structures and appurtenances. The RFP will be structured into discrete phases. Phase 1 shall be undertaken as the required scope of work and completed within the 2026 fiscal year. Phases 2, 3, and 4 are provisional and will only proceed at the City’s sole discretion, subject to project requirements, scheduling considerations, and the availability of approved funding. |
