Hard Copy Submissions shall not be accepted. * The City of Barrie has issued a Request for Expression of Interest (RFEI) for the Barrie Collingwood Railway (“BCRY”) short-line operating contract, which you have been invited to respond to. The City’s current short-line operating contract for BCRY is scheduled to expire on December 31, 2024. The new operating contract will commence on January 1, 2025. The City anticipates issuing a Request for Proposal (RFP) to procure a new short-line rail operating contractor (the “Operator”) to operate and maintain the BCRY. The Operator will be responsible for supplying all rolling stock, materials and hardware to manage the day-to-day operations and maintenance of the BCRY, and for assisting in the development of new business opportunities to attract new customers to the line. This RFEI is being issued by the City for the purposes of gathering information from short-line rail operators to assist in the determination of future purchasing options or requirements. The City of Barrie is inviting responses from interested parties to this RFEI to gauge market interest and gather high-level information about the market’s capability, experience and capacity to operate and maintain the BCRY. The City also aims to understand the market’s preferred commercial principles for the contract. |
